I think like ~80% of the population comes out of the womb with the "will simply obey obviously dominant authority no matter what it is" configuration switched on.
Has been this way since hierarchy existed in any way. But advances in hierarchy made it even more pronounced and the subordinates even more NPC like. First with the agricultural revolution, in which this population still had to have much more spark of life due to having to survive mostly on their own even if they still were mostly servile. You saw the preview of what came next with the plebeian masses of Rome that got subsidized grain. Then it became extremely pronounced after the industrial revolution and "army of repetitive workers" which led to incredibly bad shit like communism. Even with industrial wealth communism was not sustainable for more than a few decades. Now they want to go to the next step with Digital ID, CBDC, extreme surveillance etc.
It's not a bug, it's a feature. Civilization selects for it, and men have been aware of this for much longer than we've had a formalized scientific understanding of evolutionary selection pressure.

And the minority that question, disrupt or compete with established authority never get fully selected out of civilization because there's a "Goldilocks zone" ratio that proves advantageous for the survival and advancement of civilizations over time. Kinda like how many viral lineages have genetic replication machinery with an error rate dialed in to create the perfect amount of mutagenic dice-rolls for producing adaptations that will preserve the viral line.
