if you think about the word "terrorism", to me it suggests putting people into a state of terror, whether by violence or threat of violence, this is not a new concept, and has existed since before civilizations or states existed

no but the point is to instill fear to get what you want, and/or impose violence if needed

@p @lain I think that terrorism requires some goal to affect people around the people you hurt. so like if you're trying to cause mass fear. maybe a spree killer or serial killer would count. I think it makes sense to categorize political terror separately
